Here is the final result:

The first, you open a new document and prepare 2 pictures like this:

Naming the B&W layer is Lohan1 and the other Lohan2.
Hiding Lohan2 layer
Go to Filter > Sharpen > Sharpen to sharp image.
Press Ctrl + L and set level:

Create a new layer and naming it Line.
Choose Brush tool :

Making simple lines around Lohan1.
Then reduce the opacity down to 61%

Now open Lohan2.
You can sharp it as you want.
Go to Select > Load selection
Keeping that selection and create a new layer. Fill color for this one: #7f0329
Then set Exclusion 25% for it.

Make a new circle again and move it to bottom. Fill #FFFFFF.
Open this photo:

Cut the flower out and drag it into your document.
Duplicate it. Change blend mode to Softlight, opacity 23% and set color balance (Press Ctrl + B):

Using Free Transform to transform the Flower freely.
You've got this:

Open this texture. Sharp it. Then drag into your document.
Set this one be bottom.
Now select Brush Tool with foreground color #fff200
Choose this brush

Create a new layer and apply brush on it.
Level again for Lohan1

This is what you get:

Create a new layer, use original Photoshop brushes to apply freely like this:

(Foreground color: #ba2a30 & #05afef)
Select Pentool and create path like this:

Then choose Make selection.
Feather: 0px
Fill color #643414
Continue to do this step again with the left of Flower.

Next, using Type Tool to type text on it.

Comeback to the texture, select Eraser Tool and choose this brush for clearing the top.

Create a new layer and set it over Texture. Select Brush Tool, use newspaper Brush to apply to this layer.

At last, apply this texture to your document and set its blend mode to screen.
You've done.
