Hit D key to set default Background color and Foreground color (black and white)
Go to Filter -> Render -> Cloud
Change blend mode to Hard light
You will get:
Create a new layer, go to Gradient Editor and pick color range like this:
On Gradient bar, you will set like this:
Apply gradient, Blend mode: Darken, Opacity 40%
You will get the result:
At Gradient layer, you go to Filter -> Blur -> Gaussian Blur
You will get:
Merge Visible all layers then go to Image -> Adjustments -> Brightness/Contrast
Press Ctrl+U to open Hue/Saturation
You will get the final result:

Look at the sun man.... and in wich angle the picture is taken.... where do you get those rays from? NOT from the sun anyways....
But except from that MAJOR failure :P
